The second of three major proposals to amend the ACA failed today in a 45-55 vote. The last proposal, the “Skinny Repeal” will be voted on next. This proposal would remove key aspects of the ACA such as repealing the individual mandate.
After a narrow 51-50 vote on Tuesday afternoon, the Senate began debate on ACA Repeal Legislation. By Tuesday night the Better Care Reconciliation Act (BCRA) was voted down 43-57. Debate continues today. See New York Times, Washington Post, and USA Today for more information.
The fate of the newly revised ACA Repeal Bill, released Thursday, hangs in the air as senators review the changes. One of the most notable revisions would allow carriers to offer policies that do no meet the “essential health benefits” currently required by ACA. The Congressional Budget Office’s analysis of the revised bill will be released early next week, followed by debate, amendments, and a final vote. Employers that sponsor certain self-insured health plans are responsible for Patient-Centered Outcomes Research Institute (PCORI) fees. Fees for plan years that ended in 2016 are due July 31st, 2017.
Senate GOP leaders intend to release the revised ACA Repeal Bill on Thursday, July 13th then debate and vote on the bill next week.
